European union currently has agreement with 59 countries outside EU, which mean if you national of any of these countries you will not be required to apply for Schengen visa. They can travel by using biometric passport to enter and satay without needing visa. This will depend on nationality of applicant and documents you use for travelling in to Schengen area, being family member of EU does not necessarily mean that you can travel into Schengen area without needing visa, however if you family member of EU national it will be alleviated faster by meeting certain criteria.
